In the Bundestag election, all eligible voters have two votes.
The first vote is used to elect the constituency representative. The constituency representatives are the experts for their own constituency.
The second vote is used to elect a party, which results in the distribution of votes in the Bundestag. A decision-making aid for the second vote is provided by the Wahl-O-Mat of the Federal Agency for Civic Education

Anyone with German citizenship who has reached the age of 18, has lived in Germany for at least three months and has not been excluded from the election for other reasons may participate in the Bundestag election.
Even those who are not eligible to vote have the opportunity to become politically active.
